You have to have the ancient wonders in question unlocked to forge a rune for it. You cannot forge a rune for a dwarven wonder from shards gathered from elven or human wonders, unless you unlocked the dwarven AW tech.

I have the unlocked the 2 Elven wonders Lighthouse and Monastery
The Lighthouse is level 3 and I now have 17 Rune shards for it, I have already built it so I cannot convert these Rune shards to broken shards
The monastery I have 1 rune left to fill, and have 9 of 10 broken shards
There is NO WAY that you can take a rune shard for the Lighthouse and use it on the Monastery..
@ firerock: I can see your point The wording might need a slight change to e.g. :
Broken Shards in any Ancient Wonder can be used to reveal all kinds of Runes in that particular Ancient Wonder.
The wording of the text in the Wiki entry on AWs does not make it clear that the mechanism works as I described.
I received some answers from my team-members ;-) - and hope these will clarify things!
• Broken shards can be used in any AW, but when you have built an AW, any further shards you find for that AW will never become broken shards;
• A shard will only break if it matches one you already have, at the time when you insert it in the rune circle,
-- Since once you build an AW you can no longer insert shards, these shards can never break.
-- Unless you have finished level 5 of an AW and need runes again to unlock the next levels.
