I think you must research the sword acrobat prior for that working... did you already research it in the research tree ?

You can't even reach the Dwarven Ancient Wonders without researching the Storm Barbarian/Sword Acrobat.
And yes, that is a known bug that has been around for a while, and affects not just the Bulwark, according to reports from other players.
