270 is the value for Chapter II and 350 for Chapter III, I'm guessing that you put it into your city when you were in Chapter II but you are now in Chapter III and looking at the value on the reward window.

so the cultural value decreases when you upgrade the level? Guess I missed that when I looked that up..

The cultural value doesn't decrease, it stays at the same level once you've built it, however as you go through the chapters it shows as being a higher level on the reward window.

... because the values of rewards depend on the chapter you are when you get it and the panel indicates the value they would have if you get it now
