Is there a method to get a missing piece of a set of an earlier quest? I have been waiting for it to come up in the spire, but no luck.

Spire doesn't usually (I want to say never, but, hey...) give old set pieces.

Sometimes, set pieces appear in later events of the same theme... Winter, Phoenix, etc.

There are tomes as prizes in events or FAs that sometimes have old set pieces. The recent event had a Tome for Forbidden Ruins set for Silver and Gold League.
