I have just gone into chapter 15 Elvanar can I remove my gardens i had in chapter 14 as they take up an awful lot of room or wait for a quest only my quest is asking for 16 gardens

you can remove all previous guest race buildings once you have entered a new chapter......there however might be a quest to sell the portal (I think chapter 14 had such quest)

also once you have opened up the next chapter, all quests for the previous chapter will become declineable, so if there are any you did not do, you can just decline them

If you don't want to build the required '16 gardens', then if it was me I would follow @kimkimkim's excellent advice.
