Though I have found quest lists for previous years of the Winter Magic event at Elvengems.com, I can't locate one for this year's event. Is there one? And, if so, could you provide a link?

Glad you found the info somewhere.

Having used Jack's info for years, I checked the tinyurl and found the quests listed starting at page 10/72. Search for "1. " (include the space) and you'll go straight to the top of the list.
