What is the Sealed Peace Treaty and how do I produce one? Is it the next settlement chapter.?

It's a 9hour production item in the Scrolls Manufactory. I'm not sure what level your manu needs to be to see it, but if you can't see, then you'll obviously have to upgrade.

What chapter are you in @ScandalousDragoness ? A search of the wiki and ElvenArchitect returns no results for 'Sealed Peace Treaty'. Is it perhaps produced in one of your guest race factories? Someone else may know the answer.

As @OldHag says it's produced in Scrolls manufactories. It's the 9 hour ascended good production so the manu has to be at least level 34.

There are a few chapter quests for specific items that work if you produce your boosted good instead (assuming it's not your boosted) - I completed them quite by accident. I think this isn't one of them. (And what is with these quests asking for non-boosted goods productions? They're extremely annoying)

Yep, that's the wall that many hit, and just skip the remainder until the next chapter is unlocked. Crazy waste of resources, and Developer effort.
