If a unit production finishes when the app is already open the button/bubble to collect the units does not appear over the building that just finished training the units. The building in fact becomes unselectable, you can tap on it and it bobs in and out of the screen to show that an interaction has taken place, but it does not get selected.
A workaround is to open the unit build queue on any other military production building, this seems to flush the completed units from the queue and make the collection icon appear over the other unit production building that finished training them. The bug also doesn't happen in the first place if you have the unit production building in question's queue open on screen at the moment the units finish production.
