At what level of building is a magic Dust manufactory 'Superior'?

I have a quest thread that calls for one, My highest level of Magic Dust Manufactory is 5.

You can research the superior magic dust manufactory in chapter 5 and it allows you to upgrade dust to Lv 8- Lv15.
