Show NH preferences

It would be much nicer and faster to give NH if each player could nominate their preference more clearly, and in a standardised manner. For example, if we could tag which class of building we have as a priority for NH. Perhaps a green box could then highlight the option:

Agreed, I find with some neighbours I really have to read carefully. E.g. "City AB c" Is it a typo or do they want culture?

I think just a single "Help" button would suffice, which boosts as requested by the user.
