If you are giving neighbourly help via mobile you are not opening the person's city and it doesn't care whether something is under construction or mid-upgrade. I first noticed this when it suddenly became possible to give NH to those cities in my neighbourhood that had been abandoned with the main hall mid-upgrade... If that sounds weird I do it just for the goods bonus from the Bell Spire.
