Player kieran05's 'neighborly help' does not work. After clicking on the hands icon, nothing comes up to help. This has been the case for all the time I've been playing. Doesn't look like he's an active player but it would be nice to, at least, be able to help and collect coins. There may be others with this same problem.

It's indeed not a bug. When the Builder's Hut is already helped to the max and the Main Hall is under construction (for an upgrade), you'll depend on Cultural Buildings when providing Neighbourly Help. When they're all helped already, or there are none in the city, you will not be able to perform Neighbourly Help. A player will first have to login again in order to finish the upgrade of the Main Hall. After that, you can give help again (for the Main Hall can receive endless help).
