Why would a lvl 19 main hall only give 9% reward (70k) and all previous lvls before 10% of coin capacity?

This was reported as a bug on Beta. The explanation given is that the new Main Hall upgrades increase storage at a greater rate, while neighborly help increased on the previous rate. This has resulted in a reduction of the percentage value of neighborly help
