Background: On the US server forums, there is a specific GFX forum that allowed Players to create and show their own graphics and whatnots.

Title: Implementing Graphics Forums

Reasons:

- GFX needs their own forum
- Other forums such as FoE, Grepolis, Tribal Wars, etc have their own Graphics forum
