This is done by building more culture buildings and relying on visitors to polish the culture buildings you have. If you put C in your village name, people will know to polish your culture buildings. Flying Boat and Spot of Whispering Tree's are one of the first cultural buildings to build. at the moment you don't have any culture buildings.

To reach the 125% culture bonus, you need to have 140% culture compared to the "required culture" you need for your buildings...
That means your "total culture" (made by own culture buildings) + neighbourly help must be 1.4 times the "required culture"...
You can see the different values by hoovering on the culture number and on the weather sign just beside it
