Some Fellowships bring in cities that have just been built to participate in FAs. Is this allowable as it gives them an unfair advantage

Some cities may have certain strengths, but then they will have other weaknesses. Something to keep in mind. However, some of the strongest FA teams don’t bring in special FA cities, they transform to strong FA cities for the duration of the event.
