Don't know if I have filled this form in right...I have both guys giving me the decline-able quests instead of 1

Are all your quests on this loop allowing you to decline them or only the few that you were able to capture screenshots of?

All the quests are available. They are all randomized though they don't seem to have any pattern to them very frustrating.

Thank you for bringing this to our attention, unicorn. It is in fact possible to have two quest givers providing you with declinable quests. This all depends on your progress with the questlines - if you've completed all story and common quests that you currently meet the requirements for, then both quest givers will simply provide you with declinable quests. :)
