in Elven Architect under cultural building comparison guide this building comes up "Elvenar Harp Player" the description "This statue sometimes plays for people that walk by it. Its melodies refresh the minds of each listener." How or where do you get it? does anyone have this building?

The fact that its culture is 1,234 for a 1x1 building makes me wonder if it is a part of the new chapter that has arrived in beta.

it does say under race that its elvenar (which is the new chapter). to get it you would have to research elvenar harp player statue and then build it from the culture page.
My beta city has it giving 750 culture while architect gives it 1234.
