Completed splendid stone of art but no acknowledgement of it and it (next quest) doesn't move on even after a refresh

You might have to reboot the game to get it to acknowledge. For some things, I have done a simple screen change, like go into and out of the world map or trader view. If these don't work, I would open a support ticket.
