some you cannot decline, some you can. The declinable ones are up to you; you may not have--or want--the resources to go that way, and you get to decide if the reward is worth your effort. I decline maybe 50% only because I have a better use for the resources or the time. And if you don't bother with the request that is pretty undeclinable, you just don't progress any further in that spot.

The declinable quests cycle. In the early chapters the rewards can be really helpful, so it's worth cycling through them to find rewards you need. After a while they become pointless so you just ignore them.
The non-declinable quests are the story line quests and are specific to the chapter you're in. You can choose not to do them, and once you move into the next chapter they become declinable.
