Question Chapter 17 - Quest: That's smart advice

Okay so I've reached a Quest called - That's smart advice: The requirements are to "Call in All Large Airships" can someone tell me does this mean you need to build all nine ships at once? And have them all down at the same time or can you do it in stages, eg 3 Pirates then 3 Gourmet etc? Because if it's all at once that's just lunacy, I'll never have that much space

you need to have all 9 placed in your city at the same time in order to complete the quest.....very ironic that I am on that very same quest

or better yet, with a culture over 600,000 (not me) I would be more inclined to sell some of it
