I asked this before but forgotten again. Can someone tell me how to make elven manifests and elven collections. I have upgraded council hall and thingy of wisdom but still not able to produce these . Please tell me what I am doing wrong or missing. Sorry to ask again.

It is in the vault of Wisdom. Initially it has the human/elven option matching your race. Once upgraded it has additional options to convert your items into the ones for the other race.
