From tournaments.

You need to be in a fellowship to participate in a tournament. If the fellowship reaches 10th chest (40k points), than each participant receives 1 blueprint at the end of the tournament.

Also note that whenever you are asked for a blueprint and you don’t have it, you can give 300 diamonds instead.

I thought that was the only source but just checking in case another source had been created and I missed the notification.

Yes, the only source. Blueprints are exclusive to tournaments, just like teleport spells are exclusive to the Spire.
