Do Needles of the Tempest and Victory Springs help each other? Is it beneficial to have both?

I'm sure someone will come along with a more detailed explanation......but IMO, they don't necessarily help each other but they are beneficial to have both in your city especially if you are a fighter in tournaments and spire......they both help increase the damage of certain troops and they both help with the training speed in their perspective military building

No, they don't help help each other. The benefits of either one don't improve when you add the other.

Yes, it is beneficial to have both (if you do fighting). Possibly even more beneficial to have the full sets.
