Answered Teleporting Guest Race Buildings

Here's my dilemma and question.......In my chapter 15 city, I was able to teleport all guest race buildings except for the portal to prepare for the fellowship adventure but in my chapter 14 city, I am unable to teleport any of the guest race buildings......does anyone know why or am I missing a step in order to get them teleported?

In this chapter the guest race buildings can be built only limited number of times. Such building can’t be teleported - it’s actually the same reason why you can’t teleport the Portal.
