Question Scouting Provinces

I am in the beginning stages of solving quests. It shows that I still have one more region to solve in both the Gem and Scroll provinces. However, I do not see another circle with an exclamation point in either one. I can't move the screen to search for it. How can I move forward when I can't access the last region?

The screenshot will hopefully shed some light on this, but it's worth trying to change your screen resolution. If the resolution is set so that everything is too big then it's possible for bits of the province screen to disappear out of the picture.
