Answered Provinces for tournaments

Do the encounters within a scouted province need to be completed in order for the province to be available as a tournament province?
I'm trying to increase my marble provinces and am wondering if I need to finish them or just scout and go.

You need to finish them. So win/negotiate all 8 encounters. Otherwise the province doesn't count for the tournament.
