Question Perks

Can anyone direct me to a simple explanation of the perks system. Anywhere on the internet would be fine. Everything put out by Inno is toatally opaque and as clear as mud. It should be simple enough to explain - why hasn't it been? Nothing on this forum has helped. There are so many "but what if's...." that haven't been addressed.

I agree that Wiki information is not complete and some of it even misleading. I'm not sure whether I'd trust any non Inno websites either. They are outdated a lot and created by other players that have the same information as the rest of us. It seems that Inno wants us to figure it out on our own through trial and error.
