We have just had a new member join our fellowship and their saying they cant take part in the tournament or spire..is this normal..?

Sadly yes, it’s “normal” ever since Perks have been introduced. Basically it’s anti-abuse feature measure and it affects the already running tournament/spire at the time the new player joins. The next tournament and spire will work normally for your new member.
