My magic academy does not allow me to create more powers of provision because it shows I have no steel available although in fact I have a good supply

When you look in your Main Hall, how many steel relics does it show you have? These will be displayed under the Relics tab of the Main Hall.
p.s. Spells require Relics, the kind you get from exploring provinces, not the steel you get from the Steel Manufactory, just in case this is causing confusion.

As Arjavh has mentioned, you will need relics rather than goods for creating spells in the Magic Academy.
