Current situation:
__ I am trying to make goods production boost in the magic academy. I have enough resources but it won't let me make any. When I click on the orange icon it greys out.

For you to produce Magical Manufacturing you require 2 Silk Relics and 2 Gems Relics. At the moment, you lack the Silk Relics(Note the red number underneath the grey Create button in your first screenshot). Once you have the required Relics, you should have no trouble creating Magical Manufacturing once again.
