With the event quest "Scout a province" being replaced with other quests, the "use a troop instant" being not much better IMO, I suggest that the scouting of a province is only complete when you return to it and click it once your scouting time is up. Probably an "Awesome" button 
This way we could have a scouted province sitting waiting for when the pesky quest appears.
The trade-off would be that you can't scout another province until you 'release' the scout from the finished one. So he/she gets to chill for a while.
Player's choice: park your scout and have a ready province during the event OR keep scouting and face the possible days long wait to finish the quest.
