I have completed the research up through City Expansion 5 and I have gotten a number of expansions through scouting the provinces. My question is why have I not received any expansions when completing the City Expansions in the research tree?

If there is a number showing where the 0 is in @SoggyShorts pic, and the button to the left is grey, you lack the coins to place the Expansion. The button shows the amount you need (38,000,000 in this example, yours will be much lower). ;)

The number of placeable expansions has always remained 0 following completion of the research for a city expansion.
