Answered City Expansion not working

Am at WoodElves research.
completed city expansion research....all green.
The "research expansion" was not enabled in the buildings menu expansion tab.
is this a bug?

Are you sure you have enough Coins to place it? Expansions from the Research tree all cost Coins to place, and quite large amounts too.

I never had any research expansions that required diamonds, are you short on something.

Nope, you have a choice whether to pay Coins OR DIamonds, not both. It has always been like that for Research expansions. Personally I completely ignore the Diamonds option.

Thank you ALL so much. I had not used this research expansion because of the confusion. Something must have changed, along the way, to show diamonds as an option, even though I had enough coins. I always thought the diamonds would disappear or grey out if coins were present and and an option. I will be more careful in the future.
