I just achieved the city expansion 35 which did not come through for me even when I reset the game.

I just achieved the city expansion 27 and the same thing happened to me, no expansion even with resetting the game. Someone just mentioned that it had happened to them in the past and it was an issue with not enough gold to build it. I used one of the coin instants and voila, there it was.

You do have the expansion available, but the cost of expansion 35 is 8,000,000 Gold coins, and at the moment you do not have that many. As soon as you have enough coins to purchase it, you will see it available for you .

Ah yes some of the guest race tech requires your Main Hall to upgrade the 2nd time in order to work.
