I propose to add as an extension to the current message management a tab with bulletin board function.
This would allow those who manage the group to post group information easily accessible by all member and especially by new members.
The group information would not be lost in a sea of various messages and would always be available.
In the current Compose tab you could add a check 'Send to Bulletin Board".
The Bulleting Board tab could have the same look as the Outbox tab but with simple messages without replies.
I would reserve writing to the bulletin board only for Mage/Archmage all others read-only.
