YOu click on a providence to help some one and it wont let you do anything for them usually when their main hall is under construction.

This happens if there is nowhere left to polish....if everything has already been polished by someone else you can't polish it until the culture help period has expired, or the builders help has been used, and Main Halls can't be polished whilst under construction
