Background not working on Samsung devices

Is it only me, or is anyone else not getting the seasonal backgrounds for their city?
I am playing on Samsung devices in my cities, on various EN worlds, using different accounts. All I ever get is the green background...
I would like to know if others are having this problem?
Please note: I have raised a ticket about this issue...

Can we assume that you do not see this option in the games settings on you mobile?
Settings - Gameplay - Show Weather (Android).

They have added that toggle to my mobile game, and it's turned on. All it does is switch the falling snowflakes on and off...
It doesn't change the background.
