If you don't have the available pop or culture needed for a building, the building is greyed out in your inventory and you are prevented being able to build it.

But, if you don't have an available builder, the building can be selected from your inventory, and you can move all over the map, but you will not be allowed to place the building, even if you find a large-enough empty space.

Took me a good two minutes to notice when hovering over the building before selecting that it showed a red builder number, telling me that it requires a builder that I didn't currently have available.

What is the utility of being allowed into the interface to place a building at a point when you are not able to place a building?
