I have solved 7 encounters in my 100 province but 8th encounter is not visible and I am stuck.
Maybe some of game covers it but I need to solve it before reaching chap.VI.

Please could you open a ticket with Support- they can check your city for you and give you a better answer.

When this has happened to me in the past, I was able to log out and back in to solve the problem. But a ticket with support is highly recommended.
