When I look at my ranking my working population is less than my required culture. I have not seen this on any other cities I have visited. Am I doing something wrong and being punished or is there a way I can avoid living in the dark { apart from more land and culture buildings} ?

Your working population is not directly linked to your required culture, so there is no need to worry . Every City is different, so everyone has differing numbers. As a general rule, the more buildings you have of any type, the more culture you need. Have a look at the Wiki Page on Culture,
