Checked after the 0.24 update.

Player names with a space can be enclosed in quotes and it will send to the player.
You can private message other players in your own fellowship - working.
You cannot private message other players that are not in your fellowship - Says it goes through but the player does not receive it.

Yesterday after the maintenance nobody's whispers within the fellowship reached their destinations. It has now been fixed. Not tried to whisper someone outside so not aware of that.

Thanks for the heads up on the spaced players :D

In your fellowship chat, type /help
One of the available command is /w <name> recently updated to support /w <'First Last">

I believe you can only whisper to other fellowship member who are currently on line, per the /who command.
The /who command also a good way to verify that the chat box is actually working.
