Where's Wald-Orc?

So, I've made lot's of suggestions about buildings, and a couple of suggestions about roads, but I think I found an angle I haven't thought of yet...

How about doing something interesting with the pedestrians? Spot Wald-Orc walking along the roads, click on him, and get a small reward.
