Hi all,

What does it mean when the “!“ symbol I’ve circled in green in this image appears next to a player’s name in their profile? Is it an inactive city, a deleted city, a banned city?

It is inactive. Hover your mouse over it and it will tell you how long it's been since they last played.

...the player doesn't necessarily have to be inactive - Elvenstats only checks whether something has changed in the status of the ranking points (and whether someone has scored tournament points) - for example, in a few cities I only play the Spire, but no longer the tournament and I'm therefore also considered as inactive...

Yeah there is a limit to Elvenstat's powers. They can't literally monitor if a player has logged in. All it can check for is activity. It is probably extremely rare for an 'active' city to score not one single ranking point or tournament point for two weeks.
