Can settlement resources be used for research after the portal is sold?

I know the resources still show in stock until the next chapter is started, just not sure if they're still available for use.
It looks like I'll have enough settlement resources to complete the research long before I've got enough KP.

I quite like the building but it's huge so the sooner it goes, the better

Yes, I have used them on roads in the Orcs chapter after completing to use them up.

Also I believe excess is still there and can be used from previous chapters once you move on to further chapters, even though it is not displayed.
