Where can I get the little blue flag it requires for the upgrade?.

It’s the fellowship reward in the 10th chest of the tournament. A player needs to be in a fellowship to play tournaments.

Ultimately, you can purchase one for 300 diamonds

Either you get it from achieving 10 chests in a tournament (in which you participated) or you can pay 300 diamonds instead.

@Alwina those little blue flags are called Blueprints. As @Gargon667 said, you may win one if your FS collects the 10th chest in the weekly tournament. Alternatively, you may use 300 diamonds to level up your magic residences or magic workshops.
