Current situation:
I cannot complete tasks, because I cannot collect the reward.
I cannot collect taxes.
If I offer neighbourly help I cannot collect the bonus.
'Not enough storage capacity' is the error.

Expected situation:
To be able to collect all earnings and complete tasks.
Does the game require me to upgrade the main hall? Will this increase storage?

The amount storage capacity is directly related to the level of your Main Hall... so , as you suspect, you need to upgrade it.

If you cannot upgrade your main hall at this time due to you not unlocking the research yet, you can always use the wholesaler and buy some goods to relieve you of your riches

how can you research the upgrade for main hall when there isn't a research level to work

You have to wait until you get to Main Hall research in the tech tree.

Also, you can spend coins by putting your scout to work as well as buying from the wholesaler or upgrading buildings, building new buildings and setting manufactories to produce goods

There are several advanced main halls .. each in different sections of the tech tree

There is only one Advanced Main Hall Technology, which allows Humans to upgrade to 4-7 and Elves to 6-9. Then there is Superior Main Hall. which takes Humans past 8 and Elves past 10. Then you start getting one per Chapter, with each guest race adding their influence for 2 levels.
