what happens to trading outpost instants if you finish a guest race before the outpost expires?

Nothing, the instants stay in your inventory.

The instants aren't related to the chapter you're in. Only the culture bonus of the trading post is related to your chapter.

if I disconnect the outpost will it still countdown the days?

I believe the countdown of the days you have an expiring building starts the moment you place it in your city and continues until it runs out. Disconnecting it from a road will not stop that. It will stop the countdown of the production though since production depends on the presence of a road.
