I'm Chapter 15At Chapter 17 (apologizes, my filter didn't work), and there are currently 20 2x2 buildings that give between 6,500 and 7,500 Culture.
Obviously, we need more.
I propose we introduce a series of new, additional 2x2 Culture buildings, all in the sweet spot of 6,500-7,500 Culture for Chapter 15.
Let's see... Books? No... Frozen Flames? No, but that sounds interesting...
