so what happens to the steel manufactury?

Is this about chapter 9? - the wood elves? The refinement is about guest race goods, not the normal steel manufactory...you have to build special guest buildings...

..at least you don't have to upgrade your normal manufactories - except of course the one where you have the relic bonus - it's always worth upgrading to the highest level...(maybe there is a story quest to do so - I can't remember - and they change the quests from time to time - chapter 9 was originally released in 2016)...

If this is a Guest Race building, then it pays to upgrade so that you increase your production amounts. It's a big increase in production with each level.

...the grafting sites, where you can produce refined goods only have one stage...but of course you can upgrade the portal (Forest Glade) to get a production boost...
